Guest Lecture by Professor A.P. Skiba at the Higher School of Law

On April 29, 2025, the Turan University Graduate School of Law hosted an online guest lecture on the topic: “Standard Russian penal enforcement legislation as the legal basis for the execution of punishments in the absence of extreme circumstances.” The lecture was delivered by Andrey Petrovich Skiba, Doctor of Law, Professor, Chief Researcher at the St. Petersburg Academy of the Investigative Committee of the Russian Federation. The moderator of the event was Akimzhanov Talgat Kurmanovich, Doctor of Law, Professor, Director of the Law Research Institute, Professor at the Turan University Graduate School of Law. The lecture aroused great interest among undergraduates, doctoral students and teachers. The discussion touched upon important aspects of the stable functioning of the penal enforcement system and issues of legislation in peacetime.
