On October 7, 2025, Turan University hosted a meeting with representatives of Penza State University (Russia) and a ceremony for signing a memorandum of understanding between the two universities.
The official delegation included Gleb Vladimirovich Sintsov, Doctor of Law, Professor, Vice-Rector for International Activities, Director of the Institute of International Cooperation at Penza State University, Chairman of the Dissertation Council, and Member of the Council of Rectors of Higher Education Institutions of the Penza Region; as well as Nikolai Ivanovich Svechnikov, Candidate of Technical and Legal Sciences, Associate Professor, Head of the “Law Enforcement Activity” Department at the Law Institute of Penza State University, and Member of the Qualification Collegium of Judges of the Penza Regional Court.
During the meeting, the parties discussed prospects for cooperation in the fields of education and science, the implementation of joint educational programs, academic mobility of students and faculty, as well as the development of partnerships in legal research and professional training.
As part of the meeting, a Certificate of Honor was presented to Gulzhanat Tayauova, Vice-Rector for External Relations and Doctoral Studies at Turan University, in recognition of her active civic position, high professionalism, and significant contribution to the development of education and the strengthening of cooperation between universities.
The signing of the memorandum became an important step in strengthening the international relations of Turan University and opens new opportunities for the exchange of experience, the implementation of joint scientific projects, and the expansion of academic collaboration between Kazakhstan and Russia.
