Мост между словом и правом: в университете «Туран» почтили память учёного Балтабая Адамбаева

On October 29, 2025, Turan University hosted a roundtable discussion titled: “Judicial Eloquence (Rhetoric) and Court Speech: A Bridge Between Customary Law and Modern Procedural Law Through the Legacy of Baltabay Abdrakhmanuly Adambaev.” The event was organized by the Higher School of Law (HSL) of Turan University. Moderators: Associate Professors of the HSL, Candidates of Legal Sciences B.M. Zhugralina and I.T. Musabekova. The roundtable was dedicated to the outstanding scholar, literary critic, and thinker Baltabay Abdrakhmanuly Adambaev, who made a significant contribution to the development of Kazakhstan’s legal thought and the culture of judicial eloquence. His works continue to inspire new generations of lawyers and researchers, helping them to better understand the spiritual foundations of Kazakh customary law and its connection with modern procedural law. The event brought together representatives of law, education, history, and philology – all those interested in the culture of speech, law, and professional ethics. Welcoming remarks were delivered by the Rector of Turan University, Doctor of Economics, Professor, Honored Worker of the Republic of Kazakhstan R.A. Alshanov; Chairman of the Public Council under the Archive of the President of the Republic of Kazakhstan, Doctor of Technical Sciences, Professor, and member of the Public Council of Almaty B.A. Japarov; and Director of the Higher School of Law of Turan University, PhD K.A. Jumabayeva. Relatives of Baltabay Abdrakhmanuly Adambaev were also present. On their behalf, S.Zh. Adambaev and A.Zh. Adambaev gave welcoming speeches. A video message from N.A. Adambaev, the scholar’s grandson, was presented. Speakers included: Secretary of the Writers’ Union of Kazakhstan, professor of Al-Farabi KazNU Q. Abdezuly; staff member of the Department of Rare Books of the National Library of Kazakhstan E. Bilal; Chief Researcher of the Ch. Valikhanov Institute of History and Ethnology, Doctor of Historical Sciences, Professor A.U. Toktabay; Doctor of Law, Professor Z.K. Ayupova; Head of the Bureau for the Assessment and Certification of Lawyers, Candidate of Legal Sciences Zh.G. Kalysheva; Assistant Professor of the Department of Criminal Justice at MNU, Candidate of Legal Sciences A.Q. Zhumagali; lawyer of the “Adilet-ar” law office and member of the Almaty Regional Bar Association Zh.K. Shurenova; Senior Lecturer of the Department of Theory and Practice of Foreign Languages at L.N. Gumilyov ENU, PhD G.T. Kusepova; Associate Professor of Al-Farabi KazNU, Candidate of Philological Sciences A.Q. To preserve and further develop the rich scientific and spiritual heritage of Baltabay Abdrakhmanuly Adambaev, the speakers proposed the following initiatives:

 

  1. Establish the B.A. Adambaev Debate Club at the Higher School of Law of Turan University. The club would serve as a platform for cultivating students’ skills in structured public speaking, argumentation, oratory, and judicial eloquence.
  2. Consider naming one of the streets of Almaty after Baltabay Adambaev in recognition of his contributions to national science, education, and the development of Kazakh judicial rhetoric. Such a decision would demonstrate public respect for a person who devoted his life to the power of the word, the law, and the mentoring of younger generations.
  3. Recommend that universities include one or two thematic sessions on B.A. Adambaev’s scholarly and creative legacy within courses on judicial rhetoric, and likewise encourage philology departments to incorporate relevant material in their curricula. This would allow students to engage more deeply with his works, his views on eloquence, and his unique understanding of the spoken word as an instrument of justice and moral influence.
