НИИ права при университете «Туран» был создан в марте 2017 г. и зарегистрирован как юридическое лицо в Управлении юстиции Департамента юстиции г. Алматы 11 апреля 2017 г.
Состав НИИ права в настоящее время включает двух сотрудников: д.ю.н., профессора Акимжанова Т.К. (директор) и д.ю.н., профессора Жанузакова Л.Т. (заместитель директора). Институт работает в тесном сотрудничестве с кафедрой «Юриспруденция и международное право» и с другими подразделениями университета.
Цель деятельности: Организация и проведение фундаментальных и прикладных научных исследований по важнейшим проблемам юридических наук, способствующих правовому, экономическому, социальному и культурному развитию Казахстана.
Задачи:
Объединение ученых, ппс университета и других организаций в рабочие инициативные группы для проведения исследований.
Содействие развитию и совершенствования образования в сфере юридических наук.
Научно-исследовательская деятельность, разработка и реализация научных программ и проектов, пропаганда научных достижений.
Предоставление высококвалифицированных услуг в научной сфере юридических наук.
Активное участие в формировании и реализации государственной правовой, научно-технической и инновационной политики.
Осуществление международных научных связей, содействие в развитии международного сотрудничества в сфере научной и инновационной деятельности.
Организация международных научно-практических конференций, круглых столов.
Осуществление выставочной, информационной, издательской и рекламной деятельности.

FUNDAMENTAL RESEARCH ACTIVITIES
The Legal Research Institute, in collaboration with the Department of Law and International Law, conducted research on the initiative-based scientific project “Current Issues in the Development of Kazakhstan’s Legislation in the Context of Implementing the Concept of Legal Policy of the Republic of Kazakhstan until 2030” (First Stage) (2022-2026). This project was approved by the Scientific Council of “Turan” University on November 25, 2021 (Protocol No. 6), supervised by L.T. Zhanuazakova. A mid-term report for 2024 was presented.
In 2024, the National Center for State Scientific and Technical Expertise (NCGNTE) registered the scientific topic “Current Issues in the Development of Kazakhstan’s Legislation in the Context of Implementing the Concept of Legal Policy of the Republic of Kazakhstan until 2030” (2024-2027) under registration number 0124RKD0142 dated 31.10.2024.
T.K. Akimzhanov is the head of the scientific project “Parole as an Effective Tool for the Rehabilitation of Convicts,” conducted at the request of the Committee of the Penal Correction System of the Ministry of Internal Affairs of the Republic of Kazakhstan (MIA RK). The study was carried out by the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Yesbulatov (2023) to develop methodological recommendations and a textbook (co-executed by doctoral student A. Bekbauova from “Turan” University).
T.K. Akimzhanov is also the head of the temporary research group for the IRN BR249004/0224 program “Research on operational-search activities within the system of internal affairs bodies for detecting, preventing, and suppressing the spread of narcotic substances through contactless methods” at JSC “Center for Military-Strategic Studies” from July 1, 2024.
The Legal Research Institute has submitted two grant funding applications to the Ministry of Science and Higher Education of the Republic of Kazakhstan (MSHE RK) on the following topics:

AP26198686 (October 2024) Solving the Problems of Improving the Execution of Criminal Sentences in the Republic of Kazakhstan as an Important State Function and the Final Stage of the Law Enforcement Process (Competition for grant funding for scientific and (or) scientific-technical projects for 2025-2027, with a 36-month implementation period) (Scientific Supervisors: Doctor of Law, Professor B.K. Shnarbayev, Doctor of Law, Professor T.K. Akimzhanov (Co-Supervisor)).
L.T. Zhanuazakova is also a member of the research group for a scientific project for which an application has been submitted for grant funding by Zhetysu University named after I. Zhansugurov.

Оn December 14, 2024, the International Scientific and Practical Conference on the topic: “JUSTICE, STABILITY, AND PUBLIC SAFETY – KEY GUIDELINES FOR BUILDING A LEGAL, DEMOCRATIC, AND SOCIAL STATE” the collection of materials was published in 2024, Almaty – Turan University.
The Legal Research Institute, together with the Higher School of Law, also organized and held the International Scientific and Practical Conference “Trends in the Transformation of Modern Law Under the Influence of a New Stage of Scientific and Technological Progress,” within the framework of SDG 16, dedicated to the 70th anniversary of S.N. Rekhson, within the framework of SDG 16, on November 20, 2024, at Turan University.
PRACTICAL IMPLEMENTATION
Legal Research Institute staff integrated 7 updated teaching and methodological materials (TMMs) into the educational process, including 2 newly developed ones. Additionally, they actively participated in legislative and scientific-expert activities, preparing 27 expert opinions, proposals, remarks, and legislative reviews for government agencies and institutions.
CIENTIFIC SUPERVISION AND STUDENT RESEARCH
Legal Research Institute staff supervised 20 graduate theses, including: 11 master’s dissertations (projects), 3 doctoral dissertations, 6 diploma theses (projects).

The Research Institute of Law, in collaboration with the Department of Jurisprudence and International Law, organized and conducted the following events:
December 15, 2023: International Scientific and Practical Conference on the topic “Justice, Stability, and Public Safety – Key Guidelines for Building a Legal, Democratic, and Social State” within the framework of Sustainable Development Goal 16 (SDG 16). The conference aimed to promote the establishment of a peaceful and open society in the interests of sustainable development, ensuring access to justice for all, and creating effective, accountable, and participatory institutions at all levels.
April 7, 2023: Round Table Discussion “New Kazakhstan – New Parliament” at Turan University.
April 7, 2023: IV International Scientific and Practical Conference of Young Scientists “Modern Problems of Law in the Post-Soviet Space,” dedicated to the memory of Professor A.F. Aubakirov, conducted via international videoconference between Kazakhstan, Russia, and Belarus.
October 27, 2023: International Scientific and Practical Conference of Young Scientists “Modern Higher Education in Russia and Kazakhstan: Current State and Ways of Improvement,” conducted via international videoconference between Kazakhstan and Russia.
March 3, 2023: IV Annual International Scientific Conference “Current Issues in Jurisprudence.”
November 2023: 9 Weekly Scientific Seminars for Master’s and Ph.D. students specializing in “Jurisprudence.”
These events served as platforms for scholarly exchange, discussion of contemporary legal issues, and the advancement of legal research and education in Kazakhstan and beyond.
In total, the employees of the Research Institute of Law participated in 20 scientific events.
IN THE FIELD OF PROFESSIONAL DEVELOPMENT AND AWARDS:
On October 25, 2023, Professor T.K. Akimzhanov was awarded the Honorary Certificate by the Minister of Justice of the Republic of Kazakhstan, Mr. A.N. Eskaraev, for his merits in the legal field and significant contribution to the development of the justice system.
On October 20, 2023, Mr. T.K. Akimzhanov was awarded the Certificate of Honor by the Chairman of the Committee of the Penal System of the Ministry of Internal Affairs of the Republic of Kazakhstan, Mr. Zh. Eshmagambetov, for conscientious performance of official duties and achieving high results in work.
Letter of appreciation for the support provided to active youth in the “Young Scientist – 2023” project among scientific and educational institutions of the Commonwealth of Independent States, organized by the Association of Legal Entities in the form of an association “National Movement “Bobek” in Astana, 2023.
The Management of the International Center for Scientific Research “Science and Enlightenment” expresses gratitude for the assistance provided in preparing the research work for the XLIII International Scientific Research Competition on May 10, 2023, in Penza, Russian Federation.
