“Actual problems of legislation and law enforcement practice in Kazakhstan and foreign countries”, dedicated to the 30th anniversary of independence of the Republic of Kazakhstan

On November 5, 2021, an international scientific and practical conference on “Current problems of legislation and law enforcement practice in Kazakhstan and foreign countries” dedicated to the 30th anniversary of independence of the Republic of Kazakhstan was held in a mixed mode at Turan University.

The organizers of the conference were: Research Institute of Law and Department of “Jurisprudence and International Law” of Turan University (Almaty); Institute of Legislation and Legal Information of the Republic of Kazakhstan (Nur-Sultan)

Prominent scientists and professors spoke. The opening speech was first delivered by: Sarpekov Ramazan Kumarbekovich, Director of the Institute of Legislation and Legal Information of the Republic of Kazakhstan, Honored Worker of Kazakhstan, as well as Vice-Rector for Strategic Development, Science and Innovation of the University “Turan” Razakova Dina Ibragimovna.

Then Dr. PhD Skakov Aydarkan Baydekovich; Professor of the Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beisenov, Professor of the Academy of the Federal Penitentiary Service of Russia, Doctor of Law, Professor Mukhamedzhanov Eduard Bulatovich spoke with the topic: “Penal enforcement legislation and penitentiary system of Kazakhstan as the basis of modern criminal policy of the country”; Professor of the Kazakh University of International Relations and World Languages named after Abylai Khan, Doctor of Law, Professor Alibekov Sailaubek Tynyshbekovich with the topic: “To the issue of voting “against all” in the Republic of Kazakhstan”, then Professor of the Department of Legal Disciplines KazATiSO, PhD, Professor Sulaimbekova Suitai Dokturbaevna, Vice-Rector for UMR KazATiSO, PhD, associate Professor with the topic: “To the theoretical problems of tax planning in the Republic of Kazakhstan and the EAEU”; then Professor of the Department of Private Law KazGUU named after M.S. Narikbaeva, Doctor of Law, Associate Professor Idrysheva Sara Kimadievna with an urgent topic: “Problems of legislation on public procurement in the field of medicine and the practice of its application”; the associate professor of the Department of Constitutional, International Law and Customs Affairs of the D.A. Kunaev Eurasian Law Academy, Serik Kozhanovich Zhetpisov spoke on the topic “Privacy protection in the conditions of digitalization”.

Professor of the Faculty of Financial Law, University of Gdansk, Doctor of Law Edvardas Juhnevich, Malgorzata Stem, Gdynia Maritime University, Poland spoke on the topic: “Single corporate tax in Europe as a form of tax federalism”.

Ivanova Zhanna Borisovna, Candidate of Law, Associate Professor of the Department of Legal Disciplines of the Republican Academy of Public Administration and Management, Komi Republic, Russian Federation, spoke on the topic: “Folk songs as objects of legal protection of intangible cultural heritage in Russia and Kazakhstan”.

Olga Andreevna Plotskaya, Associate Professor of the Department of International and Public Law of the Faculty of Law of the Federal State Educational Institution of Higher Education “Financial University under the Government of the Russian Federation”, spoke with the topic: “Digital technologies in Russian education: prospects and problems of application in the conditions of prevention of Covid 19”, made a Doctor of Law, Associate Professor Nugmanov Rustem Rakhimzhanovich, with a very interesting topic was the Candidate of Law., Adviser of Justice to the Deputy Director of the Institute of Postgraduate Education of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan “Problems of countering money laundering in the Republic of Kazakhstan”. Then, according to the program, M.Y.N. Akhmetov Erik Bulatovich, Senior researcher of the Department of Constitutional, Administrative Legislation and Public Administration of the Institute of Legislation and Legal Information of the Republic of Kazakhstan, spoke on the topic: “The principle of the active role of the court in the administrative proceedings of the Republic of Kazakhstan”; Doctor of Law, Professor Andrey Petrovich Skiba, Head of the Department of Penal Enforcement Law of the Academy of the Federal Penitentiary Service of Russia, with the topic: “Draft law on the probation system in Russia”.

Kunaeva, Doctor of Law, Professor with the topic “Some problems of the anti-corruption legislation of the Republic of Kazakhstan”; Karaev Alipasha Agakhanovich, Chief Researcher of the Institute of Legislation and Legal Information of the Republic of Kazakhstan, leading researcher of the Research Institute of Public Law of the Caspian University, PhD, associate Professor with the topic “Some issues of interpretation of the norms of the Constitution”.
