Doctorate PhD

The PhD Program of Turan University provides elite training for the highest scientific qualification specialists in the scientific, scientific-pedagogical, industrial and innovative fields of activity.

 

Highly qualified teaching staff, including invited foreign professors from leading foreign universities, give the education.

 

Preparation of a doctoral dissertation is combined with high scientific activity: PhD students have the opportunity to participate in GUESSS project – a global project to study entrepreneurial sentiments among students (Turan University – the basic university for research in Kazakhstan), as well as in Triple Helix projects (Turan University heads the representative office of the International Triple Helix Association in Kazakhstan).

 

The university has dissertation councils for defending PhD theses in the specialties “Economics. Management. Finance”, “Psychology”, “Jurisprudence”.

 

PhD students undergo scientific training at leading foreign universities and research and educational centers.

 

All PhD students have opportunity to publish the scientific research results in the university’s periodical – scientific journal “Bulletin of the Turan University, which is included in the list of publications recommended by Monitoring Committee on Education and Science of the Ministry of Education and Science of the RK for the scientific results publication. In addition, the university annually holds international scientific conferences. Scientific collections of the materials are registered in the Book Chamber of the RK with ISBN. The university has a research department, which has information on scientific conferences at various levels, both in Kazakhstan and abroad.

A Master’s degree and at least 9 months’ work experience.

 

Applicants provide international certificates confirming knowledge of a foreign language in accordance with the common European competences (standards) of foreign language proficiency:

Individuals with a TOEFL ITP certificate take an additional test of English proficiency before the start of the doctoral entrance exam.

 

The number of test items for additional testing in English is 100 questions. The maximum number of points is 100 points.

 

Additional English proficiency testing is evaluated in the form of “admission” or “non-admission”. To get the “admission” score, you need to score at least 75 points.

 

When providing the incomplete list of documents specified in this paragraph, the admissions committee does not accept documents from applicants.

The selection committee in the information system of the NTC carries out reception of applications for participation in entrance exams.

  • List of scientific and scientific-methodical works (scientific publications, research plan, essays and other documents) for the last 3 calendar years.).

Persons who have received documents on education in foreign educational organizations must go through the procedure for recognition or nostrification of documents. Documents on higher education in a foreign language must have notarized translation into Kazakh / Russian.

The format of the entrance exam: interview, essay on approved topics, questions on the profile of the educational program. The entrance exam for groups of doctoral educational programs will be conducted in computer format through the National Testing Center. The interview will be conducted by the university examination committee online and/or in a traditional format.

The passing score for admission to the doctoral program under the state educational order and on tuition basis is 75 points.

Upon admission to the Doctorate in the event of any mismatches of the educational program profile of Phd studies the Master’s program, pre-requisites for mastering are set for the doctoral candidate.

 

Applicants are allowed to master them on their own and pass exams on a fee basis after passing the entrance exams. Prerequisite programs for Phd education programs are developed with the relevant departments.

Bukalerova is a member of the IAPM – the International Association of Criminal Law – one of the oldest and largest scientific associations in the world, has consultative status with the UN Economic and Social Council. The Association was founded in 1924 and is the successor of the International Criminal Law Union, founded in 1889. The IAUP unites more than 1,500 active members from 90 countries of the world. RUDN is a collective member of the IAPM.
  • Member of 3 Dissertation Councils: the RPA of the Ministry of Justice, the RAA and the SOUTH.

  • From 1982 to 1993, he worked at the Academy of the Ministry of Internal Affairs of the USSR, at the Department of Management of Bodies executing Punishments, and Correctional Labor Law, consistently holding the positions of teacher, senior lecturer, associate professor and professor of the department.
  • From 1993 to 2000 – Deputy Head of the Research Institute of the Ministry of Internal Affairs of the Russian Federation for scientific work. From 2000 to 2006, he worked as the head of the Department of State Protection of Human Rights in the Office of the Commissioner for Human Rights in the Russian Federation. In 2006-2008 he was rector of the Moscow Institute of Law, and in 2008-2010 – Head of the Research Institute of the Federal Penitentiary Service of Russia.
  • From 2010 to the present – Professor of the Department of Criminal Law and Criminology, Faculty of Law, Lomonosov Moscow State University. At the same time, he is the scientific director of the Scientific and Educational Center “Problems of Penal Enforcement Law” named after Y.M. Tkachevsky.

  • Honored Scientist of the Russian Federation (1998), awarded a number of state and departmental awards (Ministry of Internal Affairs of the Russian Federation. He was awarded a state award (medal) and two departmental medals (Ministry of Internal Affairs of the Republic of Kazakhstan) of the Republic of Kazakhstan. Honorary Employee of the Office of the Commissioner for Human Rights in the Russian Federation (2015). In November 2022, V.I. Seliverstov was awarded the National Professor of the Year Award in the Legal Sciences nomination by the Russian Professorial Assembly.
  • On these and other issues, he has published over 600 scientific and educational works, including monographs, textbooks, educational and methodical manuals, popular science publications, comments on the Criminal Code of the Russian Federation, the Criminal Code of the Russian Federation and other federal laws. Author of articles on penitentiary issues in the Great Russian Encyclopedia (BRE), volume 25, 2014. The author and scientific editor of the textbook “Penal Enforcement Law of Russia” (Norm-Infra-M, 2014, 2018, 2020, and 2023), which has the stamp of the Academic Council of the Faculty of Law of Lomonosov Moscow State University.
  • Since 1988, he has been a member of the author’s team of scientists for the preparation of a doctrinal model of the Fundamentals of penal enforcement legislation. From 1994 to 1996, he was the head of the team of authors for the development of the draft PEC of the Russian Federation, which was adopted in 1996. From 1994 to 1996, he worked as part of the team of authors on the Model PEC of the CIS countries, which was adopted in 1996 by the Interparliamentary Assembly of the CIS Member States (St. Petersburg).
  • In 1993-1999, he coordinated penitentiary and criminological research at the Institute of the Ministry of Internal Affairs of the Russian Federation, including forecasting crime in Russia on a monitoring basis.
  • Participant in the 7th special census of persons sentenced to imprisonment and persons in custody in 1999. In 2008-2009, the 8th Special Census of Persons sentenced to imprisonment and persons in custody was conducted under the scientific supervision of V.I. Seliverstov. In 2022-2024, he will be a scientific supervisor and participant in the 9th Special Census of Persons sentenced to Imprisonment and Persons in Custody in 2022.
  • He was a member or head of a number of dissertation councils: the Research Institute of the Ministry of Internal Affairs of the Russian Federation (1994-2000), the Moscow University of the Ministry of Internal Affairs of Russia (1995-1999), the Moscow State Linguistic University (2008-2001), the Vladimir Law Institute of the Federal Penitentiary Service of Russia (2008-2012), Moscow State University (2014-2017). Currently, he is a member of the Dissertation Council of IGPRAN 9 since 2020) and has been heading the Dissertation Council of Lomonosov Moscow State University since 2018.
  • Member of the International group of the Council of Europe on reforming the penitentiary system of Russia (1996-2006), Chairman of the Public Council at the Federal Penitentiary Service of Russia (2007-2008), member of the Presidium of the Russian Scientific Penitentiary Society (since 2008), the Union of Criminologists and Criminologists (since 2010) Expert of the Committees of the State Duma of the Russian Federation (since 2004) and the Federation Council of the Russian Federation (since 2004), the Public Chamber of the Russian Federation (since 2009), the Presidential Council for the Development of Civil Society and Human Rights (since 2010), Member of the Scientific Advisory Councils at the Supreme Court of the Russian Federation (since 2014) and the Ministry of Justice of the Russian Federation (since 2024).
